Grants, Cooperative Agreements and Other Transaction Agreements for Research
USAMRAA is the acquisition activity for the USAMRDC. In response to applications submitted under Funding Opportunity Announcements posted by our activity to www.GRANTS.GOV that are recommended to receive funding, the Grants Division at USAMRAA obligates funds appropriated for USAMRDC, its Subordinate Commands and the Congressionally Directed Medical Research Program (CDMRP) for research and development and provides administration for the resulting awards. Grants, cooperative agreements, and other transaction agreements for research our activity awards are generally multi-year awards using multi-year funding, which means that any funds remaining from one year may be carried over to the next performance year.

Programs

Military Infectious Diseases Research Program
(MIDRP – focus areas such as medical readiness, vaccines, biotechnology, prophylaxis/treatment drugs, diagnostics/prognostics, vector control, and HIV countermeasures)
Combat Casualty Care Research Program

We fund organizations, not individuals; funding opportunities include Program Announcements (primarily from CDMRP and WRAIR) and Broad Agency Announcements. Review Process
Full applications submitted for funding under CFDA 12.420 undergo a two-tier review, scientific or peer review and programmatic review. This evaluation process ensures that projects ultimately recommended to receive funding meet expectations for the technical merit of the proposed research and the potential relationship of the proposed research to Department of Defense missions.
Pre-Award/Awarding Process
When an application is recommended for funding, a notification letter is sent to the Principal Investigator (PI) and a courtesy copy sent to the institution’s Business Official. Applications recommended for funding will undergo reviews by both scientific and assistance agreement staff. In order to start the award process, additional documentation is generally needed, some of which is requested in the initial notification letter to the PI.
Any organization anticipating receiving an award must be actively registered in the System for Award Management (SAM) at SAM.gov. We recommend that institutions receiving a notification letter make it a priority to check their SAM status upon receiving the initial letter regarding recommendation for funding.
A Science Officer will be the scientific and technical point of contact throughout the life of an award and may contact the PI for further information regarding various aspects of an application.
The Office of Research Protections may contact the PI prior to award to ensure that regulatory requirements are met for human subject and animal use research, if applicable to the project. A Grants Management Specialist from USAMRAA will contact the Business Official (person authorized to conduct negotiations) at the applicant institution to begin award negotiations. All official negotiations of the budget, terms, and conditions of any resulting award will be limited to the Business Official of the applicant institution and the USAMRAA Grants Management Specialist. Timely submission of all applicable documents in the appropriate formats will expedite the review process and obligation of funds.
Upon completion of negotiations, an award document will be generated by the Grants Management Specialist and forwarded to the Grants Officer (GO) for review and signature. Only the Grants Officer has the authority to enter into an agreement on behalf of the Government. An electronic copy of the award will be sent via email to the Business Official and the PI.
Post-Award Administration
Award recipients must ensure that Federal funds are used in accordance with Federal, DoD, and Army rules and regulations and are responsible for day-to-day administration of their awards. Award administration includes responsibilities such as monitoring expenditures, submitting invoices, requesting prior approval when necessary, ensuring timely submission of required reports, and promptly completing closeout requirements. Our offices also have award administration responsibilities. We monitor assistance agreements primarily through reports submitted by recipients. Reporting requirements are detailed in the terms and conditions of each award. Terms and conditions are posted in the Grants and Cooperative Agreements Resources section. Every award requires technical progress reporting, financial reporting, and reporting on inventions. Each recipient is responsible for reviewing the complete terms and conditions of each award to ensure awareness and submission of any additional reporting requirements.

Recipients must comply with the Bayh-Dole Act, which requires that Government funded inventions be reported to the federal agency that made the award. Inventions must be reported via iEdison. In addition to reporting via iEdison, inventions must be reported using a DD form 882.
Closeout
Recipients are required to submit the following within 120 calendar days of the end of the period of performance:
- Final SF-425, “Federal Financial Report.” Submit via eBRAP. Form and instructions are available on the web site.
- Final Technical Report. Submit via eBRAP . Forms and instructions are available on the web site.
- Final DD Form 882, “Report of Inventions and Subcontracts" must be submitted via eBRAP at the time the final technical report is submitted. Form is available on web site Executive Services Directorate. Refer to the award terms and conditions for complete submission information.
- Property Acquired with Award Funds, if applicable. [Reference PROP Article IV of the DoD R&D General Terms and Conditions.
- If title to property (equipment and supplies) is exempt property, there is no further obligation to the Federal Government.
- If title to equipment under this award is non-exempt property, you must provide a cumulative listing of nonexpendable personal property acquired with award funds. Submit this on your organization’s letterhead. Refer to the award terms and conditions for complete submission information.
Recipients are required to promptly refund any unspent balance of funds the DoD Component has advanced or paid that is not authorized to be retained. Checks must be made payable to the U.S. Treasury and sent to:

In the event a final audit has not been performed prior to the closing of an award, the Federal Government retains the right to recover an appropriate amount after fully considering the recommendations on disallowed costs resulting from the final audit.
Record retention requirements for recipients
Recipients are required to retain financial records, supporting documents, statistical records, and all other records pertinent to the award. In most cases, the retention period is three years from the date the final financial report is submitted. For additional information regarding retention requirements, please refer to 2 CFR 200.334.
