United States Army Medical Research and Development Command Broad Agency Announcement | USAMRDC BAA
The United States Army Medical Research and Development Command (USAMRDC) Broad Agency Announcement (BAA) is a competitive solicitation procedure intended to solicit extramural research and development ideas. It is issued under the provisions of the Competition in Contracting Act (CICA) of 1984 (Public Law 98-369),* as implemented in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016 and in DoD Grant and Agreement Regulations (DoDGAR) 22.315. The USAMRDC BAA provides a general description of the USAMRDC's research and development programs, including: research areas of interest; general information; evaluation and selection criteria; and proposal/application preparation instructions. Research funded through the USAMRDC BAA is intended and expected to benefit and inform both military and civilian medical practice and knowledge. Research proposals/applications are sought from national, international, for-profit, non-profit, public, and private organizations. The USAMRDC BAA is a continuously open announcement; pre-proposals/pre-applications and proposals/applications may be submitted at any time throughout the 5-year period.
PRE-PROPOSAL/PRE-APPLICATION SUBMISSION PROCESS:
To conserve both submitters' and federal government resources, organizations are required to submit preliminary proposals/applications (pre-proposals/pre-applications) so that the government can determine whether a proposed research idea meets the USAMRDC's mission and requirements. After government review, if the USAMRDC is interested in receiving a full proposal/application, the Principal Investigator (PI) will be invited to submit a full proposal/application. A full proposal/application will not be accepted if the PI has not submitted a pre-proposal/pre-application and received an invitation to submit a full proposal/application.
Pre-proposals/pre-applications can no longer be submitted through USAMRAA's web site. All pre-proposals/pre-applications must be submitted through the electronic Biomedical Research Application Portal (eBRAP). You can access eBRAP, along with submission instructions and forms, through https://eBRAP.org. The PI must register in eBRAP and the organization's Business Official must either be named or invited before a pre-proposal/pre-application can be submitted. eBRAP is managed by the Congressionally Directed Medical Research Program (CDMRP) office.
GRANTS OR COOPERATIVE AGREEMENTS:
Total Period of Performance may be proposed for up to a maximum of 4 years in length; additional periods may be considered.
Any grant or cooperative agreement awarded under this BAA will be governed by the award terms and conditions that conform to the Department of Defense's (DOD) implementation of Office of Management and Budget (OMB) guidance in 2 CFR part 200, "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards." DOD implementation is located in Chapter XI of Title 2, CFR.
CONTRACT AWARDS:
Total Period of Performance may be proposed for up to 5 years in length.
Any contract awarded under this BAA will be governed by the various provisions of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
OTHER TRANSACTION AGREEMENTS (OTAs):
OTAs that utilize the authority within 10 USC 4021 and 4022, the period of performance will be dependent upon each specific award made.
